The Department of Water and Sanitation has placed the second phase of the Vaal Gamagara Bulk Water Supply Scheme under ministerial delivery oversight.
The department estimated Phase 2 at R14.9 billion in its July 2026 notice. Commercial users have committed 56% of the required funding through a partnership with government.
A regional bulk-water system
The scheme serves communities, municipalities, mines, farmers and industry in the Northern Cape. Phase 1, valued at R1.4 billion, was completed in 2022.
The oversight visit was intended to assess implementation status, governance, milestones and constraints. It does not by itself establish that every Phase 2 contract has been awarded or every construction front has started.
The R14.9 billion amount is a current estimate and may change as designs, procurement and financing advance. Later project reports should separate committed funding, awarded contracts and actual expenditure.
What we will track next
The next useful update should connect physical progress to service performance. For R14.9bn Vaal Gamagara phase enters delivery oversight, that means identifying which assets are commissioned, who operates them, whether water-quality or effluent tests are current and how reliability is measured after handover. Published percentages are easier to assess when the reporting date, design capacity, actual flow and outstanding work appear together.
Readers should also look for power resilience, maintenance funding, trained operators and a defects process. Pipes, pumps, reservoirs and treatment units form one chain; completion of one component does not prove that the full service is working.
