The City of Cape Town is seeking development proposals for a 71.8-hectare municipal property at Annandale in Milnerton, which it values at about R256 million.

The land release forms part of a programme intended to bring private development capacity into affordable-housing delivery on well-located public property.

Submission deadline

The City’s announcement sets a deadline of 10:00 on 21 October 2026 and says late submissions will not be considered. Prospective participants must confirm that deadline and all requirements against the current official procurement record, including any amendment issued after the media statement.

The City said preliminary feasibility work had been undertaken and called for proposals that maximise housing opportunities while creating a sustainable, integrated development.

Its affordable-housing programme targets households earning between R3,500 and R34,400 a month. The City reported a metropolitan pipeline of more than 12,000 affordable homes, including about 4,000 units expected to enter construction in the CBD during 2026.

Those pipeline figures do not mean that every unit is contracted or under construction. Land release, planning, procurement, development agreements, finance and building approval are separate milestones.

The Annandale process should therefore be tracked from proposal stage through selection and contractual close before any delivery date or unit yield is treated as confirmed.

What we will track next

The next record for Cape Town seeks development proposals for R256m Annandale land parcel should show how approvals, design, inspection and workmanship connect. Drawings and certificates matter, but photographs of concealed work, written instructions, test results and a dated defects list make the project easier to verify.

Owners should keep the signed contract, payment proof, professional appointments, enrolment records where applicable and the final approved plans together. This file becomes most valuable when a leak, crack or service problem appears after occupation.
